* Fixed bug with the "New User" page: The "Create new User" button was not doing anything when clicked.
* Fixed bug with "Export to Shape Files" from the "Library Extents" page. In the "Export to Shape File" popup, clicking the "Export" button, the popup cleared in white instead of doing the export.
* Fixed issue with the "View all Extents in the current page" link on top of layer tables. Clicking on the link displayed the "Associated Extents" page with an "Internal Error. Code: 107000".

* Fixed bug with "Upload Sahape Files" for Layers and Libraries: If the user was asked what to do with flight dates, then the checking for total area 5% tolerance was skipped. Now both checkings (flight dates and area) are always done.
* Fixed bug in LoadLayerExtents.aspx: not all ORTHO_AREAS extents were drawn on the map when checking the Ortho-Areas checkbox.
* Fixed bug with START_DATE and END_DATE columns checking in DBF files when uploading Shape Files.
